RESUMO

In this work there can be found a bibliographical study directed to the municipal planning, focusing on the building and maintenance of public real estate, for the smaller municipal administrations where the financial resources and qualified labor are scarce. On a pro-active perspective it is highlighted the aspects related to the public management including the planning phase for the execution of the engineering work and services toward constructions, enlargement and/or the conservation of public real estate. On the same perspective it is also highlighted here the relevant issues which might contribute on the choosing of the entrepreneurship, identifying procedures that might guide the expenses concerning the real estate, as well as answering to the efficiency, efficacy, effectiveness and economizing criteria. As a complement, the present work also comments on the current legislation, which among other instructions requires the checking of the expenses from the internal and external control as far as the mentioned criteria go, thus considerably enlarging their attributions. Furthermore, the importance of the social control on the handling of the public assets is also pointed out as well as the role of the public manager on this context, highlighting the main attributions and responsibilities involving the theme tackled here
