RESUMO

The creation of national park cause perception conflict, but the necessity of creation of the conservation union of indirect use is incontestable. However the conflict claimed solution. Our objective was analyse the process from creation from the National Park from Serra do Itajaí, SC, under the actors optic involved in, to verify the conflict and propose solution for these. We interviewed 62 actors since June 2003 to April 2004. They identify problems and opportunity related to the Park and suggested actions to reduce the problem e effect the opportunity. Proportionating a panorama from the situation, so that way we could identify the perception conflict and in common actions between involved parts in. The conflicts identified was: the indemnity; the area of wrapped; the guaranty of conservation from biodiversity and from water verse the not conservation; national park verse APA. To the management of this conflict is necessary concrete exercise from citizenship in inquire of indemnity rapidly and correct, participation in planning of regional development, introduce the of partnership, concret inspection the of nature means and new mode of proceed from the environment governmental organ. The introduce of these programs of environment social education and investigation assistant of the process.
