RESUMO

A new approach is developed in this work for the joint generationltransmission expansion planning of hydrothermal electric power systems. The goal is to determine the generating capacity of the candidate plants, the commissioning dates of their generating units, their production scheduling, the new transmission lines and their voltage levels, as well as the power corridors to house them. The proposed modeling makes attractive the use of the Benders method to solve the problem, since the later can be decomposed in smaller subproblems, that, in turn, can be divided in even smaller ones, uncoupled among them. In the generators schedulling subproblem a probabilisticcalculation is put forward to take care for the stochastic nature of the hydro power plant reservois inflows. In such a modeling, those uncertainties which probabilities can not be associated to, such as the uncertainties about the market evolution and those related to the plants costs, are included too. Dealing with them allows the obtention of flexible expansion strategies, easy to modify later, whenever necessary; usually they are not produced by the power sector traditional expansion planning tools. Methodologies such as the proposed in this thesis for the joint expansion planning of the generation and transmission systems should be adopted by the Brazilian electric power sector in the next years, since this is the only way to arrive at cheap and reliable, in terms of power supply, solutions in the highly uncertain planning environrnent found in the sector today.These uncertainties accrue ttom the exhaustion of the current institutional and finantial model of the sector in the country and the upsurge of the new "actors", as the independent producers and the selfproducers selling surplus power, and new types of contracts, such as those regulating the "wheeling" of power transmission and distribution lines or defining the terms of the spot market purchase, in the search of a still badly undesrtood new, more competitive, "order" for this sector, as sintheticaly discussed in one of the chapters of this thesis. Furthemore, the joint expansion optimization of the power stations and the transmission grid and the individualsimulationof the operation of each hydro plant reservoi, as proposed in this thesis, will be essential in the more descentralized planning structure for the sector in the country. a "central" coordination of this planning will be essentially indicative, defining "therms of reference" for the negotiations among companies and providing technical subsidies for the governrnent regulating bodies for the sector
