RESUMO

The aim of this work was to study the origins and the institutional development of two post-graduation professional stricto sensu courses: the Professional Masterâs Degree in Public Management for the Development of the Brazilian Northeast from UFPE/SUDENE/PNUD and the Professional Masterâs Degree in Public Management and Policies from FUNDAJ. As a result, a historic elaboration has been achieved, compatible with the institutional approach adopted to give theoretical support to the study. The stakeholdersâ theory was used to identify those who have the capacity to influence or to be influenced by the institutional construction of such courses, grounding the analyses on the investigation of their interests and expectations. The research had an descriptiveexplanatory character, using documental and bibliographical research and interviews, with the prevalence of the content analysis in the treatment of the data obtained. Reflections about the professional stricto sensu teaching practice have helped to come to the conclusion that professional masterâs degrees are in the pre-institutionalization phase and their own identity are still in the process of forming, so that there is lot to be done to conquer legitimation and institutional consolidation, especially considering the two cases hereby studied
