RESUMO

This paper basically discusses the planning of information systems for the telecommunication area which, together with the systems linked with space trips, represents the greatest and most complex software problem to be solved. The paper bears a complete bibliographical review of the theories involved and widely accepted for the development of software for telecommunication network management, particularly the TMN (Telecommunication Management Network) standard generated by the ITU-T (International Telecommunication Union) and the concept of Integrated Management of Networks and Services (GIRS) dec1aredby the telecommunication services providers as being the way for quality and productivity to be followed and a world wide trend. The paper also presents the methodologies used by large international te1ecommunication services providers so as to comply to the planning phase of these systems, based on Information Engineering. The paper propounds the use of Information Engineering, nowadays having a wide range of tools to support it, to accomplish the planning of these systems and their data base. Concerned with the implementation stage of these systems, the possible approaches for the introduction of TMN in the current networks and their adequateness with the legacy systems, the paper discusses the application features based on standards and improvement work on the processes existing at present, further propounding a way of structuring software development in small units of software specification and development based on the methodology used at the planning stage. The paper also points out Managament Centers of Networks, a fundamental invironment in the implementation of these planned systems. The paper finally discusses the probable hipothesis of new computational technologies for the implementation stage within the software life span and the use of the newly developed Object Oriented technology
