RESUMO

The National Curriculum Parameters (PCN), are constituted by a set of books, edited in 1997 (1st to 4th year of elementary school), 1998 (5th to 8th year of secondary school) and 1999 (high school), and consist of a collection of well-formulated proposals, well presented and with solid theoretical basis. This proposal implies in the introduction of the concept of transversality in the approach to some topics, such as, ethics, health, environment, sexual orientation, cultural plurality, labour and consumption, and also include the necessity of multi, inter and transdisciplinarity focus. The Law n 9795, edited on 04/27/1999, determines the environmental education (EA), institutes the National Environmental Education Politics (PNEA). This law corroborates the PCN when it demands that the EA should be seen under the humanistic, holistic, democratic and participative focus, considering the interdependence among the natural, the socioeconomic and the cultural environments, in the perspective of the inter, multi and transdisciplinarity, based on their multiple and complex connections, involving ecological, psychological, legal, political, social, economic, scientific, cultural and ethical aspects. Both instruments, PCN and PNEA, are complementary, and are in harmony with the consensual tendency towards the international environmental movement. From the much that was said, I researched part of what is being done. I supposed that the teachers were unprepared for such task, taking into account the absence of preparatory programmes in the graduation courses of higher education institutions (IES). Once they have not been taught anything about EA, we cannot expect that they bring any complex and difficult concepts to their classrooms, as it is demanded from them. The alternativo would be in the books. I researched a sample of the books of another official programme, the Didatic Book Nacional Programme (PNLD). If we confront what was said (PCN and PNEA) with what was really done (PNLD), we will find ourselves on the edge of an abyss. The books which were researched ignore the proposals and the demands of what was said, and some have made announcemensts of truly pernicious concepts in terms of Environmental Education (EA).
