RESUMO

The present study analyzed an information system based on computer, which although having more than seven years of implementation, has not achieved the expected levels of use. Thus, the research focus is on identifying barriers to full use of Integrated System of Process ? SIP in the City hall of Londrina, considering its importance as a tool for information sharing. It was opted to the study if the City Hall because it is a public and bureaucratic organization, whose environment propitiates a resistant culture the changes, however if makes necessary the accompaniment the evolution of the technologies in favor of meeting the citizens needs. In this way, objective with this study was to identify which barriers to use the system to its best use as a tool for information sharing. To meet the objectives listed, was use the method of case study, which allowed the analysis in a subjective way, the reasons that lead people not to use many of the informacionais SIP?s resources efficiently. As regards the approach, research was qualitative, however, it was considered important the accomplishment of a quantitative survey, being the first stage of data collection for identification of the degree to use and satisfaction of peoples with respect to system. The second stage, qualitative, focused on aspects that involve the opinion of some users of the system, as well as analysis of environmental monitoring and documents being used: observation, document analysis and interviews. The results showed resistance of employee in use a automated informational tools, which compromised the understanding the flow and consequently affect the information sharing by system. In addition, was identified the other cultural factors that affect the use of information, like that: value to paper document and acts face to face, high index of pending process and no use of system reports to management activities. With these results it was possible to evaluate the causes of the low use of the system in some department of the institution, aiming to optimize the use of its resources. It is also believed that this study will form the basis for the deployment of other systems with the same specificity of information management that seeks to analyze, possible constraints that may influence the smooth running of the flow of information.
