RESUMO

The aim of this paper is to subsidize public policies of development for the Northeast Brazil. So, it was analyzed the production patterns of the shrimp farming in Rio Grande do Norte and Pernambuco States. The interest for this subject was raised because of the preoccupation of the public agents to find a sustainable way for this activity. It has been tried to define which actions could be performed by the public sector to reach this objective analyzing the activities of the shrimp farming and the cluster pattern. The theories about regional development were taking in account too, and even the government actions and how did they work in relation to the shrimp farming cluster in Northeast Brazil. This paper shows that Government can and must induce the formation of those productive patterns. At last, this research shows some bottlenecks of the shrimp farming cluster and suggests some ways to overcome them
