RESUMO

This research is intended to review the implementation process of the Federal Districts public mental health policy and the impact these new support procedures had over individuals with such mental problems. In order to meet our objective we decided to go through speeches delivered by officials who work in the following institutions: Ministério Público do Distrito Federal e Territórios, Instituto de Convivência e de Recriação do Espaço Social. Hospital São Vicente de Paula e Instituto de Saúde Mental. Understanding the movement for the noninstitutionalization of the focus on mental health in the Federal District becomes relevant to know how the professionals who are responsible for putting the local reform into effect perceived such changes. This also enabled us to know the social representations about mental health. This analysis also focused on the process of social exclusion involving individuals with mental problems, the stigma that surrounds madness as well as its unconstitutionality and the changes in the paradigms which have been redirecting the psychiatry service at the local level. With this in mind, we attempted to show the importance of social movements regarding health in Brazil mainly the movement anti-mad-house that since the 1970s seek to re-direct policies towards mental health. The objective of this work was also to review Law 10.216/0, known as "Law of Psychiatric Reform" which deals with the redirection of psychiatry and the protection of the rights of individuals with mental problems. The main intention of this study was to promote a reflection on the advances and impasses of the mental health reform developed by the Federal District and the fulfillment of a complete citizenship status for those who have mental problems. Our conclusion in this regard is that there was little advance to des-institutionalize the aid and to create alternative services to the mad-house model. In addition, there were no significant steps seeking to re-insert those individuals with mental problems into society except for the activities performed by NGO INVERSO. As to Law 10.216, it is seen as supporting the defense and protection of the rights of individuals with mental problems but with no significant influence for the policy reforms implemented in the Federal District.
