RESUMO

The Brazilian system of control over the federal bureaucracy has been changed, specialy after the redemocratization of the country. Called as "framework of multiple horsewhips", this system has been argued too big and inefficient. Despite the importance of the subject, there is little discussion about its best practices and structure. It seems to reinforce the idea of the more the better. This case study iniciate a deeper analysis on the subject trying to figure it out if the development of the singular structure of Brazilian federal control system contributed for an improvement in its impact on society. The institutionalization process, focused on the Brazilian Court of Audit (Tribunal de Contas da União - TCU) and the Office of the Controller General (Controladoria-Geral da União CGU) is investigated regarding its independence, capacity, applicability, timely, enforcement and governance. Good changes notwithstanding, there are still a lot of challenges in order to improve the oversight Brazilian policy.
