RESUMO

The work addresses aspects related to the cost of quality of the CBERS program in Brazil, focusing on the lack of quality or non-conformities, failures and the engineering corrective modifications registered during the development of CBERS-1 and CBERS-2 satellites. A specific methodology for the classification of records and the determination of the costs of correcting the quality is presented in order to quantify the magnitude of these costs and compare them to the total project cost. Based on the analysis of the results, the work discusses the relevance and impact of these events in the development of the project, shows the activities with the highest incidence of non-conformities and requests for modification, and can indicate the performance improvement of the quality of the first to the second satellite thanks to gains in experience and scale. From established standards and the recent literature, the work also details the workflow of the product assurance, studying the factors that contribute to the costs of non-compliant internal processes and approaches the subject of continuous improvement as a mean to increase the effectiveness of the system quality implemented at INPE and suppliers of products that integrate the satellites of the CBERS program. The work concludes with recommendations for improving the overall management of the product assurance and its interface with project management.
