Mensuração da maturidade da governança de TI na administração direta federal brasileira

RESUMO

The term governance is related to the management mechanisms responsible for the conduct of an organization. Processes, policies and organizational structures must be in line with the main objective of the organization and therefore its strategy. When the object of study is the governance of information technology, the focus is to identify mechanisms to enable integration between business areas and IT field, providing support to organizational guidelines, and what is the effectiveness of such mechanisms. Assess the maturity of IT governance, through the process that maintains, is an alternative to investigate the situation of the organization, positioning it in relation to others and also identify opportunities for improvement. Assessing the maturity of IT governance in the present study is based on the structure and processes in Table Maturity Attributes of COBIT. The maturity scale in question varies from zero (absent) and level five (optimized). To make the work we selected 10 ministries, agencies of the direct administration of the federal executive branch, to explore for the maturity level of the attributes Awareness and Communication Policies, Plans and Procedures, Tools and Automation, Responsibility and Accountability, and Goals and Measurement, bound each of the 34 COBIT processes. From the data collected was also applied to the multivariate technique of cluster analysis in order to identify the formation of homogeneous groups of ministries with similar levels of maturity. The scenario was of a high concentration of work processes at level 2 of maturity of IT governance, a level characterized by weakness in the adoption of policies and standards, skills development and definition of responsibilities. Still characterized by low penetration of communication actions, the low adherence to automation and the difficulty of setting targets and indicators. These findings suggest a considerable effort of federal agencies in achieving higher levels of alignment between business areas and IT areas in order to promote the strengthening of governance.
