Lago Paranoá: lazer e sustentabilidade urbana

RESUMO

This master thesis used both urban and environmental approaches to study the use and conservation of the Lake Paranoá. It is a case study at the local level based on the plans and propositions of the Projeto Orla. More specifically, this thesis described and analyzed the creation and occupation of the lake seashore in the urban context of the Distrito Federal (DF). The initial situation during the construction of the lake was compared with the regulation related to the urban and environmental occupation. The potential of the Paranoá Lake as an important area for tourism, sports, recreation and environmental conservation for the city of Brasília was also examined. Moreover, the implementation of the Projeto Orla vis-à-vis the objectives to promote public recreation and public access to the seashores of the lake was investigated. As a result, normative and physical interventions to promote the sustainable use of the public recreational areas were identified. It was found that there is not an effective public policy to promote recreation in the DF and in particular in the seashore of the Paranoá Lake and that the Projeto Orla needs important changes, such as: i) to coordinate the foreseen activities in the project with the existing recreational needs of the population; ii) to develop a green belt to integrate these activities and to protect the seashores by creating public recreational areas and a pleasant landscape in the lake surroundings; iii) to re-evaluate the proposed activities to accommodate the plans to the new CONAMA set of regulations; iv) to re-consider the location of some of the proposed centers of recreation; v) to develop studies of environmental impact analysis for the establishment of the centers of recreation; and vi) to promote the use of new technologies in the construction of the facilities suggested in the Projeto Orla. Finally, some policy recommendations related to private occupation and water quality were suggested. With respect to private occupation, it was emphasized the need for restoring illegal occupied areas, for strengthening the regulation of the use and occupation of the space and for enforcing the CONAMA set of rules and regulations. With respect to water quality, it was emphasized the importance of water quality for recreation and the need for enforcing the regulation related to illegal sewage release, for promoting a coordinated management of the Paranoá Basin tributaries and for implementing an environmental education program. vi
