Indicadores sociais na formulação de políticas públicas federais brasileiras : teoria e prática

RESUMO

The overall objective of this thesis was the study of the different relations between the social indicators and the process of formulation of the national public policies in Brazil. The main factors that facilitate and the one that create difficulties to the use of the social indicators in the formulation of public policies were identifies, as specific goals. Based on these, hypotheses were formulated on the direction of the overwhelming eventual problems hereby identified. Therefore, this thesis aims to contribute to the generalization of this study to other areas of the Government. In this context, social indicators are visualized as the relevant instruments to be used on the public management. In order to make possible this research, eleven in deep interviews were made with key-persons from the Government, from the Organized Civil Society, from the Academy community and from International Organizations present in Brazil. These experts to be interviewed were intentionally selected and identified based on their strategic responsibilities and/or managerial activities allied with their professional experience regarding the subject of this study. The qualitative research was undertaken from August 2005 to April 2006 and content analysis techniques were applied with the support of the software Atlas.ti. The main outputs are related to the necessity of building a national medium and long term vision on the subject. It is imperative that the decision makers assume a positive approach. Results also show that professional that count with an enhanced scientific background (theory) are more prepared to avoid irregular practices and optimize the processes related to the use of social indicators. The continuous support to scientific researches and the updating process of the social information systems is a significant contribution to the institutionalization of the use of social indicators in the formulation of public policies. A final conclusion, considering the political and the technical dimensions, is that elements from the technical dimension represents the main focus of the discussions and concerns among the public that is dealing with the social indicators. The analysis of the density and fundaments of the variables defined in the study showed that the interest over the elements of the public policy planning processes is also related to technical aspects described on the conclusions of this research
