RESUMO
This work arose from a research project concerning the Youth Governors, developed in Schools Municipal as of Curitiba, which seeks to prepare for citizenship and the development of democracy. The master through coordination of the project in 2006, noted the need to prepare for the teacher to work a few key issues with a view to this development, as well as unveiling some theoretical aspects, means of support and aid to daily practice that will help Intellectuals in the task of educating. The research sought clarify some theoretical assumptions of the concept of duty and leadership in the context of bourgeois democracy, in readings of Weber, Schumpeter and Michels, also sought theoretical element for a new interpretation of the concept of leadership in the reading of Gramsci, especially the concepts of hegemony and education. These assumptions led to reflect on the importance of the "Youth Project Governments" and the possibility of expanding it in the context of school education.
