FiscalizaÃÃo participativa : a capacitaÃÃo do cidadÃo para o controle social

RESUMO

This study seeks to investigate the educational work undertaken by the âTribunal de Contas do Estado de Pernambuco/TCE-PEâ (State Audit Office of Pernambuco, northeast Brazil) as a means of empowering citizens to exercise control in the public sphere. Recognizing that society does not just passively receive public services, TCE-PE has both supported and developed projects that aim to educate citizens to become partners in the process of controlling public spending. Given that educational activities raise citizen-partnersÂlevel of knowledge, TCE-PE makes possible an expansion of the Audit OfficeÂs ability to audit. This study also examines projects aimed at forging closer links with society which have been developed by the âTribunal de Contas do Estado do Mato Grossoâ, State Audit Office of Mato Grosso, due to their similarity to the work developed by TCE-PE. These Audit Officeâs interest in attracting citizens to participate in the control of public spending is aligned with modern concepts of public administration. Their activities draw on a management model in seeking to offer citizen-clients transparency in the running of the public domain; they draw also on a societal model, since they can equip society to participate in the decision-making process. The study is qualitative in its approach. Given the importance which this study places on âstakeholdersâ, interviews were carried out with high and middle-level management from both Audit Offices, and with the beneficiaries of the projects, all on-site, with the objective of determining empirically the reaction of these representatives of society, as well as seeking to understand what the future may hold for the Audit Officeâs activities aimed at forging closer links with society. And, given that both those who promote and those who benefit from these projects express positive reactions, fertile ground can be seen to exist for the growth of these initiatives. The Audit Office of Mato Grosso took a step forward when it institutionalized the promotion of public participation by creating the âSecretaria de ArticulaÃÃo Institucionalâ, a department that administrates the projects involving contact with the public. TCE-PE has not institutionalized its activities aimed at promoting public participation, however its projects have contributed to the empowering of Pernambuco StateÂs society, including some award-winning initiatives
