Equality will arrive someday: challenges to construct the culture of respect to the civil rights of LGBTT people in a public school in the city of São Paulo / A igualdade ainda vai chegar: desafios para a construção da "cultura do respeito" aos direitos de cidadania do segmento LGBTT em uma escola pública do município de São Paulo

RESUMO

The purpose of this study was to investigate how the notion of respect to human rights, found in the public educational policies, appear in relation to the guarantee of the right to non discrimination against sexual differences in the school environment. It is a qualitative research which examined the interaction of two levels within the school atmosphere: one that refers to the system based on the legitimacy of guidelines in defense of citizenship and respect to the human rights, found in institutional documents such as the Pedagogical and Political Plan and the School Bylaws; and the other is intended to act as the cultural foundations of what is understood as sexuality, as heterosexual and reproductive, which still serve as the basis for the human relations taking place in the schools. In the empirical investigation of a given school the following theoretical/methodological tools were utilized: ethnographic observation, semi-structured interviews and closed questionnaires. To understand the tensions around the acknowledgement of the universal and abstract notion of respect to the rights to sexual differences, a term that constantly acquired a new meaning as tolerance and/or as reputation, the concepts of gender and sexuality were adopted to analyze the data, as well as the theories on: cultural acknowledgment, multiculturalism and the simultaneous defense of the rights to equality and difference. By expanding the field of comprehension of the violations perpetrated against human rights, homophobia was then considered as a specific form of violence, which helps understand the discriminations resulting from notions, values and expectancies based on masculinities and femininities involving all persons, regardless of their sexual orientation; as well as the forms and contents of humiliation, whose categorization helps understand how gender is strongly regulated, which sometimes occurred in association with sexuality, as a factor that makes school work difficult in the sight of democratic and citizenship values. The results obtained brought two aspects to evidence: the first one was the fact that the notion of human rights was sustained by the idea of respect to a universal and abstract subject that is not aligned with the culture of the school being studied, with little repercussion in the school´s discourse on the respect to the rights of sexual differences; and the second aspect was that this school was full of structural issues concerning the work conditions, operational structure and bureaucratic requirements that were obstacles to the introduction of something different in such universalizing discourse.
