RESUMO

The present work has as objective central office to analyze the determinative factors to the regional road transport of passengers in the State of the Bahia, directed the threats for the sustainability of this modal one. Revision of literature is based on theory of regulation and on study of competitiveness of industry Brazilian (ECIB) that they make the linking of a regulated system that is executed in regimen of permission/concession, and an environment that has demonstrated increasing adverse reactions for loss of competitiveness. As sustentation of this analysis they had been defined as premises of this sector: use of secondary and primary documentary sources; research of field for interpretation of profiles, habits and necessities of the users; evaluations of the managers of the companies; pointers of performance related the demand of passengers; e performance accomplishes of the regulating agency as creator and managing agency of the quality of the services to the customers. Preliminarily, the environment of the transports is presented, retracing historical events since the discovery of Brazil better to understand the current days and to direct them of more analytical form for the future. Described also the mechanisms of the public system to execute the road transport of passenger, inside of one scale hierarchic subordinate to the Ministry of the Transports until the State Agency of Regulation of the Public Services of Energy, Transports and Communication of the Bahia (AGERBA). In the field of the competitiveness, the scenes had been divided in three dimensions, as ECIB: intern, structural and systematic, who had initially pointed with respect to fifteen factors related to this modal one. After analyzed these factors, seven determinative had been extracted of raised degree of significance for the sustainability of this transport, finally they had been described proposals and objective recommendations to act in the threats of the efficiency in the quality of the installment of the service to the users.
