RESUMO

The Sustainable Development Theme (DLS) has become part of discussions on development, introducing innovative category as factors that counter the traditional model adopted by the governments of the development plan. Attached to the deconstruction of the economic bias, the assumptions of the DLS come from the reformulation of existing local forces to the effective establishment of a process of participatory development and selfsustaining, fully focusing on improving the quality of life. In this context analysis, this research aims to identify the influence of perception of social internal and external actors on the cultural phenomenon of horse bumbás for sustainable local development (DLS) Parintins City. This city was chosen because of the value that this phenomenon represents for the local community in cultural, economic and social aspects, and also because it creates a space where members of the local context can reflect, talk and produce knowledge about their reality. The methodology used was based on a qualitative nature descriptive and explanatory optics as it sought to focus not only on the design of the indicators of sustainability, but also on the rescue of detailed historical development of the cultural phenomenon of horse bumbás based on testimony and meanings present in the speeches of those involved. Finally, it was veryfied, by the speech of social actors involved, the absence of internalization of the concept of DLS, the cultural phenomenon bumbás with characteristics of the strong influence of the logic of capital. While strong conditions to the council, cultural event in the study could emerge become effective only when the essence of a collective project idealized in the global needs of the community and mediated through a policy of economic development between the Governments: Federal, State, Municipal and above with the participation of local society. All this as a way to minimize conflicts, from the creation of an environment conducive to cooperation and consolidation of existing territorial advantages.
