RESUMO

This paper aims to understand the structure of the Stateâs performance in institutional coordination and its dysfunctions, especially in the relations between environment and development in Brazil. The central point from which we depart is: why, after two decades, was the Brazilian institutional structure in the environmental sector not capable of obtaining results that point to a mitigation of the environmental crisis? The theoretical reference of the research is the concept of institution planning as developed by sociologist Karl Mannheim, also considering contributions by other thinkers who dealt with the issue of State intervention in social relations, especially F. V. Hayek. Some empirical examples of the application of environmental policy instruments are studied, involving Ecologic-Economic Zoning and Environmental Licensing. The research seeks to identify connections between institutional dysfunctions, conflicting social relations and State mechanisms of intervention, with the understanding that part of the known institutional dysfunctions arise from socio-political phenomena that are at times not considered in the Stateâs policy of intervention.
