RESUMO

This research focuses the relationship of cooperation and conflict among the actors to protect childhood victimized by domestic violence when in joint action, either by social or institutional networks. To analyze in a qualitative way of how the action-generating cooperation and/ or conflict of the difficult agents and facilitators happened between Guardianship Councils and Social Movements of the cities Sabará and Belo Horizonte. The speech of loneliness was disclosure during the interviews by the subjects investigated, beyond the indifference of the public power, perceived by many of the actions verbalized. It was necessary to reflect, to the observation field, on some conceptions of violence is opening up in a separate chapter, which contributed to a better understanding during analysis and interviews of children victimized by it. The most important contribution of this research was to get inside for document analysis, the correlation between APAE of Sabará and Guardianship Council of it, as portrayed with loyalty the actions and the concepts of both actors when in attendance. The interviews were made in the cities mentioned above by being close, and at the same time in different historical, social, economic and geopolitical contexts. How to support the reference methodology it is also interviewed the directors of punitive South Zone of Rio de Janeiro that is helped in the understanding of the existing relations in the field observed. Semi structured interviews were done with the leaders of the Social Movements chosen, that are APAE of Sabará and the NGO of the Scolábicos in Belo Horizonte. For the confrontation of the speeches were interviewed the advisers of these cities that deal directly with the social representatives.
