RESUMO

Historically the private health services net has been busy with actions of average and high complexity, exactly those that, for requiring massive technological incorporation, they guarantee high profitability for the business men of the sector. What seems to be new is the interest in commercialize actions which complexity degree of the procedures that accomplishes is low. But in the restricted and competitive labor market context, the private medical assistance comes creating new ways to place itself in the market, adapting itself inclusive, to the low purchase power of wide segments of the population. The âpopular clinicsâ comes conforming into a segment of the private subsystem pointed to the low income population. Object almost unknown of the knowledge field of the Collective Health is understood as one of the manifestations of the contemporary crisis in the organization of the health service rendering. The present study accomplishes a diagnosis of the situation of the âexisting popular clinics in the city of Recife. It is driven to the characterization of these establishments in the sense of investigating the complementary paper that come performing in the assistance to the health and objective to comprehend aspects of the medical work just as gives on this organization form of the service rendering private of the sector. This way, this study inserts in the scope of the exploratory, descriptive and explanatory researches. The searched universe was formed from the âavailable popular clinics in the Epidemiology and Vigilance Directory to the Health of the Health Secretariat of the City of Recife, besides another nominated by the interviewees. Inside the universe was chosen a profile of clinical that had services of medical attention, excluded the renderers of services and the ones that just accomplished odontological services. They were interviewed the managers of these establishments, boarding itself referring aspects to the kinds of offered services, to the costs of the procedures accomplished for the clientele, to the possible relationship of the clinics with the public net or with other private services and to the working link and regime of the medical whose consults. Of the fifty visited popular clinics, twenty-eight were identified with the profile foreseen for the research. The obtained results enable affirm that the popular clinics form a services chain of low complexity, articulating with sectors of the average and of the high complexity of the private subsystem, cooperating for the profit of the high technological investments of the same. Therefore, the notable expansion of the popular clinics inside the private subsystem of health seems to attend to the vacuum let by the System Only of Health that when not offering answers adequate to the demands of the population for services of medical assistance opens space for the performance of the private sector, even in the scope of the low complexity attention. On the other hand, it could be verified that the medical work is accomplished by means of been a more flexible , subcontracting and, therefore, turning the career more precarious
