RESUMO

This thesis deals with the study of Third Sector s organizations acting in Porto Alegre and its relationships established with government and private enterprises. The State s crisis and the difficulties to met peoples social needs in later decades had led those organizations to perform public actions. The main concern of this study was to do a deeper appraisal of a point that has received little attention by sociological investigations, that is, the tensions and potentialities present in the partnerships established among Third Sector s organizations, government institutions and private enterprises. In order to answer that question it was made in the period of May to August, 2003 an empirical research covering a number of thirty organizations in Porto Alegre. Primary data was collected by questionnaire using close and open questions and further semi-structured interviews with organization s leaders. Secondary information, as like of newspapers, papers national and international in the subject, as well as bulletins and materials produced by organizations and Third Sector s representative institutions was used too. The research findings call the attention for some points. It was noticed that the majority of that organizations put restrictions to the `Third Sector` label. The discomfort is attributable to some ideological character and modish in the use of that expression. Also, there is a fierce competition by financial resources among organizations that act in the same area. Those organizations that had better political interlinks and social capital are in advantage. In relation to the government funds there is a probability that organizations who are in dependence of a unique source will suffer some interference in their action. It was also identified an increasing dependence of the State from the services supplied by those social organizations.
