RESUMO

Nowadays the Brazilian electrical sector allows competition over the electricity market. Introducing competition wherever possible and maintaining regulation whenever necessary was the objective of the Federal Government. Due to this reason, the generation and commercialization sectors become competitors. Costumers and other companies can choose where to purchase and who to sell its energy. Costumers attending certain criteria, determined by the government, can choose to purchase electrical energy from the regulated market or from the wholesale energy market, in which electrical energy can be traded freely, and where the amount of electricity contracted and consumed can be balanced out. Transmission and distribution sectors, natural monopolies, remain controlled and regulated by the Government, which means that the commercial relation between costumers and distribution companies will always exist, anyways. Considering that a costumer can choose in what market to play, and from what company to purchase, is very necessary to realize a detailed analysis of both sides and to figure out the type and size of the risks involved. Establishing a way to compare the two existing markets decreases the chances of failure when the costumers decide to move. Price is an important factor when analyzing the conditions of both markets. A well-done decision depends on what prices and tariffs are being used for each costumer. In this dissertation two analysis methods were used. The first is calculates the indifference price between the existing markets. The indifference price can turn the decision even easier, mostly if the future increased costs are being considered. The second method used is a multicriteria decision aid, called ELECTRE I. This analysis is important due to the reason that electrical energy is the most consumed mode of energy in and the electrical sector is considered one of the main tools for the economy development of any country
