RESUMO

The expansion of the Family Health Strategy (ESF) (all the acronyms refer to the words in Portuguese) has highlighted the importance of issues relating to the qualification of the teams and the effectiveness of services. Considering the characteristics of the work process in health is necessary to evaluate the services emphasizing workers’ performance The oral health indicators being used today are not enough to analyze satisfactorily the services. For the consolidation of the Unified Health System (SUS) becomes necessary the evaluation of the public dental services, be for the importance in the rationalization of resources, to help planning or to monitor the factual impact of actions and services. This study analyzed the appropriateness of practices of the oral health teams (ESB), on dental services of the Family Health Units (USF) in the county of Cambé, in the year of 2008, with its insertion in ESF. We addressed the following aspects: use of the Protocol of Dental Care in the Municipality of Cambé; the preparing of the ESB for the development of activities related to changes in the health care model; multi-disciplinary practices and the integration of ESB with the Family Health (SF) teams; the participation of the professionals in the management process and the satisfaction in the development of the work. This is an empirical work in which an array of indicators was applied. The evaluation was performed by scores converted into percentages by a formula, which correspond to classificatory parameters: "Critical", "Low", "Acceptable" and "Satisfactory". Data were collected through interviews, analysis of documents and observation. The result among the 11 USB was variable with the predominance of "Satisfactory" on all indicators; Knowledge and Application of the Protocol, Clarification for Use of Protocol, Training Registration of Information, Participation in Workshop of Permanent Education in Health, Presence of the ESB at meeting held in the USF, Practices with Multidisciplinary Teams, Participation of Professionals in the Process Management and Satisfaction Professionals in Developing Your Work. The municipality has overall "Satisfactory" and on the USB, nine had results "Satisfactory" and two "acceptable." All dentists know the protocol and applied in all USB, even if it were not so full and smooth. Contrast with the results "satisfactory" the majority of USF, in three the result was "Low" for the indicator of the presence ESB Meetings Held at USF and a unit was "critical" for the indicator Practices with Multidisciplinary Teams . In the general classification by USF, nine obtained "Satisfactory" and two "Acceptable." The array of indicators showed the strengths and weaknesses in each USB and showed the differences between them. This level of detail allowed us to identify the weaknesses and where directing efforts to overcome the difficulties as well as the positive factors that can be stimulated, in order to improve results and achieve goals. Although there were detected problems in some USF, one concludes that the practices of ESB is consistent with principles and guidelines of the SUS.
