Autonomia monitorada: o Fundescola e a gestão da educação municipal.

RESUMO

During the 90s, management strategies assumed a central space among educational policies discussions. This study presents a conception of autonomy concerning management strategies applied in Fundescola, a program developed in technical and financial partnership with the World Bank. The approach discusses management among change process demanded by political, economical and cultural transformations involving many countries over the last decades. Therefore, it is emphasized politics towards developing countries and their articulation with the capitalist production system, scenario where managerialism appears as a structuring ideology of State functions among its many areas, specifically the educational sector. Accounting qualitative approach assumptions it is discussed organizational changes in education institutions, confronting theory and documental references with data collected empirically by a study carried out in two State of Bahia, Brazil, municipalities. Two projects, PES Strategic Planning for the State Secretariat and PDE School Developing Plan are focused on this analysis, discussing the effects of these proposals in order to achieve autonomy of municipal education systems and its schools. Analysis pointed out fragilities of these projects in order to overcome characteristic centralization and control of management strategy under a bureaucratic organization perspective. The strategic character of these projects is revealed when establishing proprieties to be achieved by the national system in conformity with international aspirations. It is concluded that adoption of planning techniques focused on educational performance, which is evaluated by approval rates, restricts the possibility of achieving autonomy and effective local community participation over education policies.
