RESUMO

This study was conducted to identify the efficiency criteria adopted in the methodology used by the Coordenação de Aperfeiçoamento de Pessoal de Ensino Superior - CAPES for evaluating the academic postgraduation programs in Administration, Accounting and Tourism, and applying an alternative model for evaluation of the efficiency of these programs, besides turning possible the reflection about the determinant factors of their efficiency, during the three-year period 2004/2006. To reach the purposes of the research, the following tools were used: documental analysis, Data Envelopment Analysis (DEA) and the censured regression model (Tobit) with panel data. The results show the efficiency criteria used in evaluation of the postgraduation program refer either to bibliographical production of the programs and the training of the professionals provided with Mastership or Doctorate degrees. According to the efficiency results, the following conclusions were drawn: the postgraduation programs were more efficient in 2006, followed by 2004 and 2005 respectively. It was also noticed that the programs operating up to five years were less efficient, on average. Among the factors determining the efficiency, the programs with higher number of enrolled students were more efficient, therefore suggesting they reach higher efficiency when operating at larger scale. The teachers involvement in research projects and the participation of the members external to the programs in their activities rather positively affect the efficiency level. Those actions should be motivated in order to maximize the efficiency of the academic postgraduation programs in Administration, Accounting and Tourism, thus contributing for the scientific development in those knowledge areas.
