RESUMO

Since 2003, Colombia, predicting a deficit in fuel production and trying to revive the rural economy, begins its national biofuels program based on policies, regulations and economic incentives for the new energy sector. This dissertation aims to describe and to analyze the process of implementing the biodiesel program from palm oil in Colombia, determining the countrys productive capacity and discussing the barriers to its development. Therefore describes the different areas related to the biodiesel production in Colombia as agricultural and industrial stage; biodiesel production; the Colombian fuel sector; legislation developed for biodiesel; as well as economic mechanisms for continuity. From this information were built three possible scenarios until 2020, which analyze the programs objectives and production potential. It is concluded that biodiesel from palm oil offers economic, social and environmental benefits if the focus would be in poor population and small farms. In addition, Colombia has the potential to replace all diesel consumed in the country and have over two million liters of biodiesel for export.
