RESUMO

This survey reflects the process of reform of Psychiatric Assistance in Brazil, from 1987 to 2009, contextualizing legislation and actions arising from this movement. The main research question norteadora was as follows: what events or historical facts in this pathway allowed changes in Brazilian psychiatric assistance? The overall objective of research is to understand the process of construction of Psychiatric assistance reform in Brazil and in the State of Ceará, from the participation of organized social movements in the period 1987 to 2009. The methodological treatment is composed of bibliographic analysis procedures, documentary and statistical data in historical perspective. The opening date of the period was chosen due to the initiation of proceedings project law 3,657/89, which provides for on the phasing of asylums and their replacement by new forms of care, and that generated, even before its adoption, concurrent major consequences to proceedings in twelve years. To describe the discussions and actions around the cearense psychiatric assistance, as well as its legislation and deployment process in the municipalities, the study brings a historical approach of the thematic, with support in local newspaper articles, academic studies and institutional documents. Aiming at a better reading and understanding of the section text pertaining to the results and discussions is divided in chapters I and II, where are identified and analysed the great movements of psychiatric reform in temporal between 1987 and clipping 2009, in Ceará, Brazil and in addition to a history of early redemption of the changes, preceding the period proposed for the study. Research shows how results that civil society is crucial to the implementation of the changes, and these are limited by social-political frame in which they are inserted. The psychiatric hospital, so spaces and other mental health rehabilitation are social spaces for assistance, requiring new public policies that contribute to the advancement towards enhancement of mentally ill and their social integration.
