RESUMO

This dissertation analyses the implementation process of the Unified System for Social Assistance (SUAS) in the municipalities of the Paraná North Municipalities Association, from the perspective of the Social Workers who work in them. The methodological procedures of this study (those of qualitative nature), included documental research obtained from the Management Reports and Performance Statements of Expenses by Function/Sub function of the municipalities, during the period of 2005 ? 2008 and also from the field research, through the implementation of focal groups among the social workers. The theoretical referential includes an approach concerning the State and the Social Policy, the trajectory of the social assistance and the implementation of SUAS. The results indicate advances concerning the following: organization of the social services; financing; human resource management; structuring of the social network and actions implemented and social control. The results also show the following important challenges to be faced: the understanding of the mayors about a social work policy; the work management; the financing; the empowerment of the different people involved in this policy and a more effective action of the management organ of the state of Paraná on financing and advising the municipalities. The conclusion is that SUAS represents a great step forward in the consolidation of the social assistance as a public policy and that, throughout its implementation process it is necessary a special attention to the smaller municipalities whose specific conditions add difficulties to the process.
