A educação de jovens e adultos no Parana : final do seculo XX ao limiar do seculo XXI / The adult and youth education in Parana : end of the twentieth century to the threshold of XXI century




The object of this thesis is Youth and Adult Education in Paraná and in Brazil, which started in the 90s, as a result of the educational reform, which occurred in the country in the last decade of XX century, under the coordination of the Ministry of Education, and which was influenced by multilateral organisms and the new reconfiguration of capital in the labor world. The aim of the study is to contribute with the debate about Brazilian Public Education, focusing the discussion on Adult Education, in the given period, having as guidelines some issues related to education versus inclusion/exclusion of the labor world in the context of the capital globalization. Based on the assumption that the analysis of these subjects cannot be disentailed from theoretical assumptions that sustain the educational policies adopted by governments, it is necessary to have an understanding on how such policies are generated, and analyze the effects intended with determined policies. Therefore, Youth and Adult Education will be analyzed in a narrow relation with the current historical context, once the starting point for performing this analysis is the understanding that all functions attributed to Youth and Adult Education can neither be explained by them, nor can just be understood by limiting the focus to aspects of educational legislation. On the contrary, the aim here is, firstly, to explicit the narrow relationship of education with economical, political and cultural issues regarding the development of capitalism worldwide, after the end of the Second World War, and secondly, to observe its effect in our country through the articulation between singular and universal spheres. As a result of the investigation, we state that the historical construction of education designed for youth and adults in Brazil and Paraná was marked by the marginal condition of its actors in relation to the right of people to have school education at all levels. In fact, the educational public policies have not been legitimating the youth and adult subjective public right as expressed by Law CEB/CNE 11/2000 regarding financing, labor precariousness and teachers formation. We concluded that the phenomenon of educational exclusion, to which a significant part of the Brazilian population is submitted, particularly the population of the State of Paraná, is rooted to issues related to social inequality that emerged from capitalist relations.Such relations mercilessly produce interrupted school education as consequence of so many social problems that affect most of the population of Brazil and of Paraná.
