RESUMO

Abstract This thesis links up with the general purpose of the Núcleo de Estudos de Gênero, Raça e Idade (NEGRI), a study group working on gender, race and age, in the Postgraduate Studies Program of Pontifícia Universidade Católica de São Paulo, that is to understand the social construction of poor childhood in Brazil, and is part of one of the collective researches of NEGRI Poor childhood, public policies and ideology in media. In this thesis, we are particularly interested in the construction of the category street children by media between 1980 and 2001, through the interpretation of the production of the newspaper Folha de São Paulo. Thus, we have used the concept of ideology and the methodological reference of hermeneutics proposed by John B. Thompson (1995), as well as Erving Goffmans concept of stigma (1988). Thus, we have analyzed 449 units of information about the theme street children that were published by this newspaper during the cited period of time, using techniques of analysis of the contents that allow us to state an interpretative proposal in which the concept of stigma occupies a position of elite. The interpretation of the street children category in the production of Folha de São Paulo has indicated that the theme was presented in the newspaper guide lines, but there was no link between it and a case or a campaign during these 21 years. The main entrance of the theme street children is through violence, predominantly as the victim, though sometimes as the executioner. The Folha has given preference to the discourse of denouncement that simplifies the fact and does not contribute to the comprehension of the social phenomenon of street children in Brazil. On one hand, the Folha journalistic production exposes the characters that give the deposition, revealing their identities by: names, first names, initials and nicknames. The places where they use to be are also identified. On the other hand, other information is denied such as: school level, origin, family bond and composition. These people who give the deposition have no right to speak, unless when they tell their stories, confirming what the Folha already knows. Their families do not have the right to speak too and are guilty of the bad conditions of life and of their sons situation. These characteristics, in Thompsons perspective (1995), allow us to interpret that the production of Folha de São Paulo concerning the street children category is ideological, since it supports and reproduces relationships of domination of the non-poor over poor people.
