RESUMO

This research project discusses and analyses in which ways the study at URI, based on the political-pedagogical projects of the University and Courses, contributes to the formation of professionals as social agents of regional development, in a perspective of a society with social justice and participation. Through the articulation between: regional development, social inclusion/exclusion and participation, there is reflected the relation and meaning of a Communitarian Institution in terms of formation of new agents for the insertion and participation in the promotion and construction of a new paradigm of integral development, human and social, in the perspective of answering the questions of the research project, if URI overcomes the challenge of graduating agents, not only with abilities and technical competence, but also with social, human and ethical competence, making possible a critical, active, and emancipatory insertion in the context of the regional community and society. The theoretical concept of social inclusion/exclusion is discussed, considering that they refer to the same reality - one term does not exist without the other. As analytical tools were used the concepts of development, social inclusion/exclusion, and participation, based on authors, conceptions of the researcher and the empirical material of the field research, with the participation of college students of Pedagogy, Social Service and Administration. The data of the field research was based on a questionnaire with nine questions referring to the problematic and objectives of the research, answered by 99 students. There is also shown a synthesis of the contributions, speeches and suggestions made by a focus group, with twenty-two participants, making it possible to compare the answers, as well as pointing out alternatives of facing and overcoming the problematic. The field research data made it possible to project new fields of action for URI, contributing to the improvement of the life conditions of the people. Based on this data, it is argued that dialogue, discussion and critical reflection of the Political Pedagogical Project of URI, and the Political Pedagogical Projects of the Courses, are necessary as instruments of social transformation to regional development with social inclusion
