Uma perspectiva historica da descentralização da educação

RESUMO

Along the History of Brazil, starting by its independence, education decentralization promotes the following periods: Empire and First Republic (1822-1930), democratic periods followed by dictatorial ones (1930-1988), and formal democracy (1988-2001). Such periods are determined by the meaning decentralization acquires as in discourse as in the implementation of such politics. The historical retrospective permits reflections about Brazilian elite’s descompromise with elementary education throughout years. Such attitude, expressed in public educational politics, shows its face - despite of institutional ruptures -, once decentralization is preserved in every different government and context. Finally, it’s possible to observe the temporary and fragile position of decentralization as public politics.
