RESUMO

Actually, all companies having witness that organizational performance has been prejudice by presence of gap between strategic and operation level from management resources. It absence has degraded the efficiency of execution mechanism of strategy and provoke deviations about results planned. This study show that to keep align project managers to original program strategic values is necessary managing perception of him. The management by project could be the answer to keep strategy execution aligned to manager perceptions and then supply it gap. This research proposal is understand cause-effect relation between manager perceptions on decision-making. The strategy research was composing by bibliographic review and a descriptive survey. A qualitative and quantitative survey research method based.The problem formulation statement of study was established by two hypotheses: i) the variation of manager perceptions about program strategies values misalign decision-making on project conduction; ii) the project management office assist to keep align project execution to strategy program objectives. The survey analysis showed that hypotheses are true. In others words the perception variations of program strategies values has high impact on results in the projects of organization. The deviation of business results that was originally program planned occurs when project manager take decision during project development misalign from strategy intent that incurs in not desired business results. In addition to close the study results a framework was built as support instrument to perception management where a set of determinants elements that influence creation of project manager perception in such a way that decision-makers can analyze your perception during project lifecycle and then match closer decisions from strategy intent. The GEP framework objective is to assist narrow analyses gap between tactical and operation levels and makes alignment of them, improving the organizational performance. Finally, the researches conclude that PMO Project Management Office role must have assume responsibility about perception alignment of projects managers to program strategies values.
