RESUMO

The research seeks to understand how cultural projects can be an instrument of social transformation and inclusion of users of mental health services. Assumes that the cultural movements in the present, in other situations of exclusion and struggle for citizenship, are important tools for change, as well as in the Movement of the Fight Antimanicomial and guidelines of the Psychiatric Reform, which have a reference in Culture, an important tool for the paradigm shift on the stigma of madness. Thus, the research has now shown to contribute to the reflection of social actors, including such as culture, allied to the practice of psychosocial rehabilitation, may be an instrument of citizenship to the holder of mental suffering. Want to characterize the cultural project called CAPS network services, identifying the goals of cultural projects from the viewpoint of the managers of the projects, know the impact of these projects on the lives of users and analyze the content of the objectives and results achieved by departments. How to use qualitative research methodology of exploratory basis, with the data collection instrument for semi-structured interview and data analysis is thematic analysis on the critical theoretical framework. The analysis of the interviews indicated that subjects, in similarity, shaped the empirical categories and Health and Culture Project in the Territory. The results found and analyzed in this study indicate that most mental health facilities in the city of São Paulo does not present the project as an instrument of cultural work in their institutional design. Identifies the need for a definition of cultural projects in the field of Mental Health and that there is not a culture of service in writing projects.
