The environment in the legal discourse of urban public policy in the state of Mato Grosso - Brazil / O ambiente no discurso juridico da politica publica urbana no estado de Mato Grosso

RESUMO

In this study, we aimed at understanding how the environment can mean in the discourse of public policies in the cities of Cuiabá, Cáceres, Pocone in Mato Grosso, Brazil. We believe that the fact of the city is being located in the Pantanal, which is considered the "National Heritage"; it is in a discursive position in which the environment is urging for the world order. For this, we take for the materiality of interpretation and for the analysis, two significant moments that constitute the event of language: (i) the document of foundation of the village, the laws that elevate the position from the local town to city; and (ii) in the contemporaneous, the 1988 Federal Constitution, the Constitution of the State of Mato Grosso in 1989, the Organic Law of 1990, the Master Plan and the City Statute in 2001 by focusing in the materiality, the discourse that covers environment matters. The analysis allowed us to understand the order and organization of the city. It is necessary to note the distinction between the order in terms of the symbolic field with the real and the organization that deals with the empirical, the imaginary of the structure of the city. Thus, affected by the discourse of urban public policies we seek a dialogue with the urban sociology in order to understand the organization, the administrative of the city, throughout the discourse, since our place of understanding the city is the language, the interpretation. It is in this place that we reflect the theory of French Discourse Analysis, about the environment, by the formulation of legal discourse. Therefore, in the order of the discourse there is the tension, the conflict between the real and the imaginary projection of the city. In this discursive game, the subject did not escape from the process of individualization by the State. In short, the analysis gave visibility to the subject-in-law that is the product of legal normativity, as well as the signification of politic planning in the relationship between subject / city / environment in the complex region of Pantanal, in Mato Grosso
