RESUMO

This research was based on a perceived need for curricular practices focusing on health promotion, one of the central axes of the consolidation for the SUS (the Brazilian national health service). Today, health surveillance is more geared towards regulatory mechanisms; The SUS has the distinguishing feature that it focuses on health promotion; surveillance is dealt with separately from health promotion in the SUS; the core of this contradiction lies in the options for curriculum practices; the implementation and consolidation of the SUS in health surveillance require a review of the prevalent curricular practices and those relating to health promotion in Technical training in Health Surveillance, and also need to be constructed. Based on this context, an analysis was carried out on the concept of Health Surveillance, based on this paradigm of health promotion, and also a content analysis of documents, establishing the categories and subcategories, developed in five stages: 1. 1. Analysis of official documents; 2. Analysis of technical documents; 3. analysis of the results of the research Attributes of the intermediary-level worker in the area of epidemiological, health and environmental surveillance; 4. Analysis of the Technical Course Curriculum in Health Surveillance and Environmental Health of the Centro Formador de Recursos Humanos Caetano Munhoz da Rocha CFRH (Caetano Munhoz da Rocha Human Resources Training Center of the Escola Técnica do SUS)/PR; and 5. Curriculum analysis of a Health Surveillance Technician Course at the Escola Politécnica de Saúde Joaquim Venâncio/ FIOCRUZ. The results of the analysis revealed a lack of representativeness, in the course curriculum, of contents on health promotion, and a high level of contents related to disease prevention. Some curricular practices are identified and proposed for training intermediate-level workers in epidemiological, health, environmental surveillance and occupational health, that could contribute to this paradigmatic change, seeking a better-qualified training that is grounded in a broader concept of health, with emphasis on health promotion
