RESUMO

This thesis presents a study about Service of Technical, Social, and Environmental Assistance to the Agrarian Reform (ATES) in its implantation in the Southeast of Pará (Brazil) by Cooperativa de Prestação de Serviços (Copserviços), an institution created in 1998 by the Rural Workers Social Movement. This service was founded in 2004 by the National Institute of Colonization and Agrarian Reform (INCRA), and it is specific for the resident communities of rural settlement projects. It is associated to the National Policy of Technical Assistance and Rural Extension (PNATER), a public policy which demarcated the guidelines of the national system of rural extension in 2003. In this work, we analyze the performance of Copserviços, an institution with almost nine years of experience in assistance for settlements distributed in 16 cities in the Southeast of Pará, an area reached by precarious infrastructure in the rural communities and for intense conflicts and violence resulting from current of the dispute for land. The general goal of this research was to register and interpret the daily practice of the agents of development of Copserviços, based on the sense attributed by the several social actors involved in the process. For so, we correlated those visions with the official guidelines of Services of ATES, in order to identify the limits to the institutionalization of this type of rural extension for settlements of agrarian reform. The following procedures were accomplished for collection of information: semi-structured interviews with 20 farmers of four settlements linked to the social movement, debates in focal group with four field teams, involving 14 technicians of the institution. Finally, semi-structured interviews with coordinators of the cooperative and with a representative technician of ATES of INCRA from Marabá-PA. From the debates the interviewees understanding regarding the limitations and the potentialities found in the practical implantation of the services could be evidenced. It was also possible to discuss the perspectives of the institutional arrangement between State and no-state entity in the execution of that process, in way to guarantee the reach of the goals proposed by the political guidelines. It was possible to conclude that several difficulties have been limiting the effective implantation of ATES. Among them, it stands out: the break in is reviews of the federal resources for the service providing; the precarious conditions of the technicians work (only one technician for each 100 families in an area with enormous geographical dispersion of settled farmers); the local difficulties for carrying out agroecologiacal proposals; the poor academic formation of the agents of development to act in the dynamics of the family agriculture. On the other hand, it could be also evidenced the importance of assistance work for the family farmers. Even with the identified precarity, the Service of ATES executed by Copserviços is capable to attend some demands of farmers considering the type of " militant and solidary extensionism", that has been placing as an important component in the accomplishment of the improvements of the work and life conditions of hundreds of families. However, ATES is configured as a service institutionally regulated in the form of temporary contracts, submitting the agent to a series of fragilities that, along the years, has been reducing possibilities to propitiate expected transformations in the rural side as they allow to shimmer the proposals and guidelines of the official text. The present study indicates the need to discuss the articulation of public policies and institutional arrangements so that the Service of ATES become a right of the settled farmers and not only a service, that can be provided or not, submitted to political contingencies and administrative instabilities.
