RESUMO

This dissertation is part of a study that aims to understand the manifestations of ideological disagreement between the public health sector, which is represented by the World Health Organization (WHO) and by government allies (Pan American Health Organization - PAHO, Ministry of Health, and the Brazilian National Cancer Institute - INCA), and the tobacco industry, represented by British American Tobacco - BAT/Souza Cruz and its allies (Sinditabaco and Abifumo), in the Brazilian context. These manifestations relate to issues concerning production and consumption of tobacco, particularly after the Framework Convention on Tobacco Control - FCTC (2005). The specific objectives of the study are the following: a) to describe the ideological stances of the health sector towards the justification and approval of the Framework Convention on Tobacco Control; b) to describe the ideological stances of the tobacco industry towards the CQCT in its recent history (1999 2009). The theoretical and epistemological reference is based on the complex thought or paradigm of complexity of Edgar Morin. The study design is of a qualitative nature, and research was carried out using secondary data gathered by means of bibliographical and documentary survey. To interpret the ideology or ideological manifestations, the contributions of Edgar Morin and John B. Thompson, herein considered as complementary to each other, were the most widely used (but not exclusively). The most used Thompson‟s modes of ideology in the study were legitimization and dissimulation. The study highlighted some forms of manifestation of ideological disagreement between the sectors, which were present in discourses, strategies and specific actions. The study attempts to contribute to organizational and inter-organizational studies (or inter-sectors) by means of a critical understanding of ideological and paradigmatic limitations, both in the tobacco industry and in the public health sector.
