RESUMO

The Petrochemical Industry is one of the most dynamic sectors in any industrial economy and an important producer of raw materials for a variety of consumer goods. In the 1970s, the industry experienced a major global restructuring process, brought forward from the two oil crises. In the 1990s, the restructuring process deepened, bringing about a wave of mergers and acquisitions, joint ventures and spin-offs, as a consequence from the strategies adopted by the leading companies, which were mainly based either on vertical integration or focus on core business.The big oil companies moved downstream, taking advantage of the cost and availability of feedstock. The decade of 2000 was marked by the emergence of Asia as a main producer of raw material, with the new capacities in the Middle East, and as an important consumer market, highlighted by China. These facts confirmed that access to raw materials and markets with great growth potential are the mainly factors in provoking movements of restructuring in this industry.In Brazil, the petrochemical industry was implemented following the tripartitemodel, with an important participation of the national government, through Petroquisa, all in which resulted in a fragmented industrial structure of one product producer companies which were generally different from the worlds standards within the sector. In the 1990s, the opening of the economy andthe privatization within the country, resulting in an expressive reduction of Petroquisas participation in petrochemical sector, manifested the vulnerability of the national companies and their necessity for restructuring. The constitution of Braskem and the returnof Petrobras started the reorganization process within the national petrochemical industry. The object of this dissertation is to analyze if the process that occurred in Brazil has similarities to those which occurred on world levels, including analysis, with the use of an industrys investment decisions model that is based on determining driving forces, of the main strategies from the countrys major players, Braskem and Petrobras, and the competitive challenges that the nations petrochemical sector has to face, in connection with the availability of raw materials,output, technological changes, increase in demand and governmental policies. The results suggest that the restructuring process has made Brazilian Petrochemical Industry stronger, diminishing part of its competitive weaknesses and has suited it to the worlds standards within the sector. Its growth is related to Brazilian internal market and it has good perspectives to internationalize its operations, particularly Braskem, in the Americas. Despite the challenges, majored by the 2008 world financial crisis, this industry has improved its competitiveness, suggesting that it will follow a sustainable growth path.
