Proposta de metodologia para avaliar programas de educação continuada comunitária sob a perspectiva da co-produção do bem público

RESUMO

This paper is based on the principle that, with the weakening of the current public administration and, consequently, with the weakening of the concept of State, it is necessary to implant alternative models of public administration which aim to meet social demands and provide a more active participation of citizens on the public sphere. Thus, this paper approaches the coproduction of public good as a strategy to implement the New Public Service. Having said this, education for citizenship occupies a central role in the formation of individuals as historical, critical and society transforming subjects. This dissertation aims at elaborating a proposal for a methodology that is appropriate to evaluate programs instructed in community initiatives of continued education that entail a preoccupation with a coproduction of public good. The following topics can be highlighted in regards to the theoretical basis of this work: the construction of a public democratic sphere; the relations between State, civil society, and market; the New Public Service; participation; coproduction of public good; education for the development of citizenship; the education of the youth and adults in Brazil and, finally, the identification of theoretical categories that are essential to a continued education program to awaken, in its participants, the need for the coproduction of public good. The nature of this study is qualitative and has, as the object of research, the Programa de Educação Continuada da Secretaria Municipal de Florianópolis [Program of Continued Education of Florianopolis Municipal Office], more precisely the Núcleo de Educação de Jovens e Adultos do Continente [Continents Nucleus of Education for the Youth and Adults]. The data were collected by means of documental research, semistructured interviews, and non-participative observation. The content analysis technique was used for the analysis of the data, based on the categories that were identified. Elements that contributed to the construction of the methodology proposal were drawn from the empirical research. The research shows that, although the case analyzed reflects a preoccupation about the coproduction of public good, some categories are still unfounded and need to be improved in order to reach the ideal model. In this way, from the theoretical foundation and the analysis of the empirical research, it was possible to elaborate a proposal for a methodology to evaluate programs of ommunitarian continued education that entail a concern for coproduction of public good
