Políticas públicas de estímulo à P&D : uma avaliação dos resultados do programa regulado pela Agência Nacional de Energia Elétrica - ANEEL

RESUMO

Studies on the role of innovation in accelerating the economic development and its contribution to improve the levels of competitiveness of countries, regions and sectors have been the focus of several researchers during recent decades. In order to understand this process, many ideas have been highlighted over the years and various public policies have been implemented aiming to boost growth and competitiveness of countries. Accordingly, this thesis contemplates the analysis of the results from R &D policy for Brazilian electrical sector, implemented under the regulation of Brazilian Electricity Regulatory Agency ANEEL -, which aims to overcome the technological and market challenges of electrical utilities. It is understood that in this policy, which is being implemented for nearly a decade, the systemic model of innovation dominates, with special emphasis in approaching the triple helix, where the institutional architecture among universities, industry and government is permanently reshaping itself . Considering these aspects and after a review of recent theoretical studies that support the contemporaries ST &I policies, this work is designed around two specific objectives: a) to extract the achievements from the R&D projects (outputs) regulated by ANEEL, with particularly regard to obtained products and science and technology indicators; b) to examine the applicability of the products generated by the program. The research, focused on a random sample of R&D projects stratified by duration, had its methodology based on documentary analysis of final projects reports uploaded in the SGP&D and on the use of questionnaires answered by R &D managers in electrical utilities. As main results of the policy, it was found that 35% of the solutions generated from R &D are being used, and most of them refer to incremental innovation process. The policy has also contributed to the generation of knowledge, learning gains and technological spillovers. The thesis concludes that, despite some deficiencies, this R &D policy has been effective and, moreover, came to supplant at least two major problems. One is the chronic contingency of resources for the sector funds. The other is that the legal determination that part of the resources should be invested directly by the utilities, without government mediation, except by supervision and inspection, was an important breakthrough, considering that these utilities are the largest holders of knowledge about the sector technological deficiency. Furthermore, it reinforces the belief that innovation does not occur in a linear model, but based on the systemic model, where there are multiple and permanent interactions.
