RESUMO

This study assesses the decision making process in the conduction of Brazils foreign relations focusing the commercial policy carried on during the fifteen-year period of Getulio Vargas first term as head of state. The scope is to evaluate if there was rationality on the swinging system adopted for the commercial relationship with its two main foreign trade partners the United States and Nazi Germany. These two countries then employed totally antagonistic trading policies. The Nazi German government had its compensation trading system, while the United States, under the liberal program implemented by President Franklin Delano Roosevelt, based its policy on the mostfavored- nation principle. The basic theoretical framework for conducting this study is the rational actor political theory according to the model structured by Graham T. Allison (1999, 2nd edition). The hypothesis established for this study seeks to determine if the swinging policy by the Vargas administration during the period analyzed meant a typical rationality of a dependent country or peripheral actor. Trying to interpret how the foreign trade policy was carried on, the aim is to answer to three interrelated questions: for the Vargas government, which were the objectives set toward the United States and Germany? From those two countries points of view, which was the role envisioned for Brazil? And, from the domestic perspective, which were the demanding forces that pushed the swing toward each of those two sides?
