RESUMO

The main purpose of this doctoral thesis is to examine the role of the Brazilian Parliament in the discussion and making of the foreign policy in the first thirty years of the Brazilian Republic (1889-1930). In order to do so, this work highlights the discussions of Brazilian congressmen about the foreign policy in this period showing the existence of a political thought on the international agenda. On one hand, the result of this intellectual and political process is in accordance with the foreign policy established by the Executive. On the other hand, the Executive walks hand in hand with the interests of the elite of the agribusiness exporters represented in the Parliament. This study does not focus on the Executive alone, neither on the public opinion, political parties, international treaties or groups individually, but on all these elements interacting with each other in the Parliament. Each of them is identified in speeches, minutes of the sessions of the Foreign Affairs Commission, declarations, testimonials and Congress files related to the foreign policy. In this sense, the parliamentary discussions are analyzed according to the main subjects of the foreign policy in the first thirty years of the Republic, emphasizing the role of the Parliament as an important discussion forum.
