Política de saúde pública para usuários de álcool e outras drogas no BRASIL: a prática no CAPS AD em Feira de Santana, Bahia, Brasil

RESUMO

This work analyzed the institutional practice carried out by the multiprofessional team of the Psychosocial Attention for alcohol users and other drugs Center (CAPS ad) Dr. Gutemberg de Almeida, in Feira de Santanta, Bahia, Brazil, between September and December of 2008. Critical theorical basis was used, which conceives the historically situated sociopolitical reality and that guides the emancipatory praxis for the public health in the assistance to the alcohol and other drugs users. The main objective was to analyze the institutional multiprofessional practice developed at the institution mentioned and its coherence with the interdisciplinary paradigm, to make possible the solidification of the Integral Attention to the Alcohol and other Drugs Users, as the Health Department Politics rules, which came into force since 2004. Nineteen professionals, part of the CAPS AD technical team participated of the research. It was used the case study qualitative methodology. The data had been collected by using 10 halfstructuralized interviews and a focal group. These were thought analyzing the Greg Myers conversation, identifying the common and not common points between the citizens speeches. The data analysis results show clearly, a tension between the traditional model and the new one, based the Psychiatric Reform ideopolitic and theoretical-methodological assumptions, in the implementation of the politics in force. The main faced challenges are related to the traditional culture conceiving relative questions to alcohol and other drugs and their users, to the effective knowledge hierarchization in the society and between members of the group, as a medical knowledge super-valuation and the health public municipal management system based on neoliberal principles. The problem complexity requests an interdisciplinary way to server the alcohol and other drugs users, so that, it can be done in its fullness and cause a positive impact to users, family and society. At the same time, it demands more studies, regarding to that the cultural practice changes happen very slowly.
