RESUMO

The brazilian federal tourism policies have been focusing the regionalization. However before this approach being adopted in the federal policies, the Minas Gerais state already used it by the Politics of Tourist Circuits. The tourist circuits are a regional association that congregates the public and private sector in the development of the tourism in the region. In generally, the new policies causes changes in the relations between agents. However, itâs scarce works directed for the understanding of the effect that the new structures of governance provoke in the transactions between the agents in tourist regions. Of this form, this work had as objective to identify the main characteristics of the agents behavior, the transactions and related to institutional environment; to verify the influence of the Tourist Circuits Policy in the agents behavior and the transactions dimensions and measured strategies to they minimize the possibilities to occur transaction costs. The research demonstrated that the transactions between agents in Tourist Circuits region are becoming perfected. The Tourist Circuits Policy brought more efficiency for the actions related with tourism in the regions, that had became planned, coordinated and monitored. However, changes in the Circuits management and the local agents behavior are still necessary to the net, created from a new structure of governance, fortifies, reducing the possibilities significantly to occur transaction costs.
