RESUMO

The theories and concepts of Sustainable Development came out in the crisis of the historically adopted developing models, which couldn t involve all the fundamental dimensions and values to meet the needs of present and future generations. In Brazil, the Statute of the City regulated the planning of Brazilian cities, including the economic, social and politic sectors in order to make up a commitment between citizens and governments towards a project directed to collective wellness, social assurance and well-being, besides the ecological balance. Among these law elements, which give evidence of a change movement towards sustainability, the guarantee of the right to sustainable cities and the democratic management through the popular participation stand out. In this context, the strategic planning tool has played an important role as an instrument of sociological approach in the search for sustainable development. The City Strategic Planning (CSP) fundaments are inspired in the competitive needs of the market system organizations; however, the CSP must consider other values besides the typical economic rationality ones. Joinville, the largest city in the State of Santa Catarina, accomplished its strategic planning in 2003. The present research analyses the role of Jonville Strategic Planning (JSP) in the Sustainable Development of the city, in the period from 2004 to 2007. Through the case study strategy, triangulation techniques used the content analysis of the survey s answers, sustainability indicators and secondary data of strategic plans, meeting records, newspapers, websites, local magazines and journals, and institutional materials. The search for sustainable development of Joinville, through the social actions described in this study, can be understood as an effort to the balance of the Paraeconomic System, proposed by Ramos (1989). In summary, the application of JSP as a tool, although still limited, has shown to be capable of formulating and stimulating social actions of substantive character. The JSP s implantation processes had the role of mediators of the ambiguities and conflicts generated by the different rationalities presented in the multicentric society, pursuing sustainable development.
