Perspectiva historica da organização do sistema educacional da Guine-Bissau

RESUMO

The main goal of this work was to document and analyze the educational structures of Guinea-Bissau, the poor infra-structure let by Portuguese colonialism, and the implementation of the new educational system by Party African, in occasion of the independence of Guinea and Cap Verde s (PAIGC). The analysis was done evaluating the performance of the successive governments, which were part of the country educational history since 1471 to 1997. In this analysis, we highlighted, initially, the absence of school institutions in the traditional African society, but this not meaning the inexistence of teaching -learning, because it was an oral culture, that carne to be put upon by the culture written European. In that sense, in the colonial teaching, the Catholic Church played the fundamental role in the civilization of the guinea. The church not only helped in the implantation of the education political, as well as, it participated in the legitimating of the Portuguese colonialism, sanctioning and sanctifying the civilization mission and historical function of Portugal. Parallel, the movement of the national liberation of Guinea and Cap V erd s (PAlGC), established the education in the liberated areas (1963-1973). This education was more open and more dynamic, in relation to the external world, and it didn t have more as main objective to produce a equilibrium situation and stagnation, but it tried to favor the general process of the liberation fight in that was introduced. The period from 1975 to 1997 was characterized for the lack of continuity of the government policy. In this case, we studied three governments: Luis Cabral (1975-1980), João Bernardo Vieira (1980-1993 and 1993-1997). For each administration, we tried to determine the objectives and guidelines of the organizational policy, the main programs, the mounted institutional organization, the allocated financial resources, the policy of human resources, and an evaluation of the quantitative performance under the point of view of the government acting. Our objective was to identify in what context these guidelines and actions were formulated, what alternatives were used, the strategy of their implementation and an evaluation of the results. After a reflection about a government action, we started to evaluate the performance of the educational organization as a whole, that is, which were the results of the organization regarding the leveI of education of the population and their degree of justness. On the other hand, there was a deep research of the performance of the regional nel. The main systematization accomplished for this research allows emphasizing some aspects of the government actions. In our opinion, it could contribute to the debate on the project about formation of teachers of basic education in the public school of Guinea. The study of the historical perspectives of the organization of the educational system of Guinea Bissau intends to contribute to analysis of the educational system of the country, trying to show a critical perspective of the factors that perform the educational policy and the measures generated for it in the structure of the Guinean society. The implemented educational organization in our country in the last decades (1975-1997) was addressed by the state for the execution of at least three basic functions: 1°) to transform the implanted structure by the Portuguese colonialism through the existent educational duality in the whole country: one colonial and another acquired in the freed areas; 2°) to unit the education with the productive work, through the direct contact of the students with the reality of the country, and 3°) to combat the illiteracy, which was 90 %. This was considered a consequence of the negligence with the education on the colonial domination. The first two functions (transformation and education) were attributed to the new educational organization and it could not be rendered without that these two were addressed for the execution of the third point (to combat the ilIiteracy), and accomplished simultaneously with the rest ones (to unit the education with the productive work and to transform the inherited education of the Portuguese colonialism). In spite of, the transmission of the under1ying ideology to the own system that it wanted to implant: the socialism. After the independence of Guinea-Bissau, the education was seen as one way for the achievements of social changes and, in 1975, the PAIGC implemented the new educational system, whose project consisted in move, temporarily, the students to the field, and thus they could work with the farmers, who teaching the basic notions of cultivation. As consequence, eleven years later, in 1986, when the economical liberation happened, this new educational system starts the divorce with the education. This decadence seemed to invade alI sectors in Guinea-Bissau and the educational system was affected in alI conditions. Consequently, the school conditions became worse; the installations became very precarious together with the professionals badly prepared, which offered a teaching similar to their wages. Guinea-Bissau is a state in constant fights for its institutional consolidation. The configuration of the guineans political organization is instable, and besides, it is constant1y affected for the impacts of the political and economical changes around the world. The guinean educational system and its evolution reflect the situation of their historical evolution. The perspective of an organization of the efficient educational system depends of the political and institutional consolidations in the country
