RESUMO

This thesis aims to understand the social processes existent in contemporary cultural policies from the analysis of the Living Culture Program, structured in their formal structures (opus operatum) and its dynamics structures (modus operandi), from a case study of the uses of culture in the contemporary Amazon. It consists of starting a prospective hypothesis that holds that the measures of political-cultural of this Program, Culture take place at two levels of articulation: the life politics and the emancipatory politics, translated for culture politics, related to the living culture of socio-cultural movements, and cultural policies, organized from the state in its Federal structure. Thus, the overall goal is to understand the phenomenon of the relationship between cultural policies and cultural politics by developing a socio-political analisys of the Living Culture Program, starting from the relationship that involves the state and socio-cultural movements, based on a case located in the Amazonian society. Methodologically, undertook a study of explanatory features, consisting of two levels: a cartographic analysis of the Living Culture Program, understood as a cultural-political system, and the case study of the Great Point of Culture Amazon Network for Youth Leadership (PCANYL in portuguese PCRAPJ), understood as a core organizer of the program local level. As a tool for data collection, was conducted at first, non-directive interviews, trying to analyze the experience of the actors involved from their stories about the program. Secondly, was drafted, proposed and applied a semi-structured interview for the major players involved with the cultural PCANYL (PCRAPJ). Moreover, the research relied on data collected in the documentary visits for Culture Points of the capital of Pará (Belém), videos produced by the agents and made available online, and also through balance sheets, documents and research available by the Ministry of Culture of Brazil. We conclude that analysis of the Living Culture Program, now understood in all its complexity, ie as a system (device) political and cultural, cannot be guided only by an understanding of power and politics, but through a direct relationship between the two understandings and the related discourse. Thus, cultural policies can have a wider role than the idea of democratizing culture, working in the construction of public spaces suitable and experienced by cultural communities and by society as a whole, as components of the very concept of democracy and cultural democracy.
